A comprehensive plan has been finalized to establish Information and Communication Technology (ICT) Labs across constituent colleges, aiming to modernize learning and enhance digital literacy among students and faculty.
Phase-wise Implementation
The Higher Education Department has completed the proposal, which will soon be submitted to the Cabinet for final approval. Once cleared, the initiative will be implemented in phases under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA):
Phase 1: Over 60 constituent colleges will be equipped with ICT labs. Priority will be given to Women’s Colleges during this initial rollout.

Phase 2: The remaining 208 constituent colleges out of the state’s total of 268 will be covered in subsequent stages.
Infrastructure and Investment
The government plans to invest approximately ₹40 lakh per college to build these state-of-the-art labs. Key features of each ICT lab include:
35 Computer Units for hands-on learning.
Smart Classroom Tools: Integration with LED TVs and inverters to ensure uninterrupted smart classes.
Global Access: The infrastructure will allow students to attend online lectures and webinars from renowned professors across India and the world.
Empowering Students through Digital Skills
The primary goal of the ICT labs is to bridge the digital divide. By providing access to computers and the internet, the department aims to:

Develop Technical Proficiency: Students from all streams (Science, Arts, and Commerce) will learn essential digital tools.
Enhance Subject Understanding: Interactive content will help students better grasp complex subjects like Science, Mathematics, and Social Studies.
Competitive Edge: The labs will serve as hubs for students preparing for competitive examinations, providing them with digital resources and practice modules.
New Year Gift for Higher Education
The department expects the work to begin within the current financial year. This move is seen as a major step toward making Bihar’s higher education system more competitive and aligned with global standards. With the launch of these labs in early 2026, thousands of students across Bihar will gain the skills necessary for the modern job market.
