Background:
- Development History:
Over 2200 plots across Deepthi Sri Nagar and five nearby colonies were developed by Nalla Malla Reddy (NMR) in approximately 200 acres. Many of these plots were purchased by Singareni employees since the late 1990s. - Development Agreement Violations:
According to the agreement, NMR was responsible for providing roads, drainage, and other infrastructure. Instead, a high compound wall was built around the 200-acre layout under the pretext of “security.” - Misuse of Funds:
- The compound wall, constructed 15 years ago at a cost of ₹10.5 crore, was funded by thousands of plot owners in the name of development.
- NMR, serving as both the developer and welfare association president, awarded the construction contract to a company owned by himself.
- While the compound wall was built, roads and drainage remain underdeveloped to date.
- Restrictive Practices:
- The compound wall restricted access to just two entry/exit points, cutting off road connectivity for six colonies.
- Residents reported that NMR controlled the area like a feudal lord, dictating plot sales, demanding ₹50,000 per transaction for NOCs, and offering below-market rates for purchases.
- Land Encroachment and Layout Alterations:
- Parks and open spaces were illegally occupied for personal use, with government lands allegedly enclosed within the compound wall.
- Layouts were modified multiple times without adherence to laws, further restricting public movement.

During a hearing on January 23, 2025, at the HYDRAA office, numerous retired Singareni employees shared their anguish over two decades of exploitation. Some even contemplated suicide due to the lack of support from authorities.
- Supreme Court rulings and municipal laws prohibit road encroachments and unauthorized compound walls in non-gated layouts.
- The compound wall blocked public roads, violated development norms, and obstructed neighboring colonies’ access.
On January 25, 2025, HYDRAA deployed 12 heavy dozers to demolish the 4-km compound wall, ensuring free and unobstructed movement for thousands of residents. The operation followed all legal protocols.
