365Telugu.com online news, 18th February, 2025: The European Union’s Import Control System 2 (ICS2) is set to enhance the security of goods entering the EU by standardizing the pre-arrival customs process across all transportation modes. This expansion now includes road and rail transport, in addition to the existing air, maritime, and inland waterway requirements. By requiring the submission of accurate and complete Entry Summary Declaration (ENS) data before arrival, ICS2 enables customs authorities to better assess risks associated with incoming goods, strengthening the EU’s ability to prevent customs offenses and ensuring a more secure trade environment.
Starting April 1, 2025, road and rail carriers, along with postal and express carriers using these transport modes, must submit ENS data before their goods enter or transit through the EU. Certain logistics providers and final consignees established in the EU may also be required to submit ENS data under specific conditions.
Economic operators who are not prepared for this transition must request a deployment window from the National Service Desk of the EU Member State where they are registered, with an application deadline of March 1, 2025. These deployment windows are granted only upon request.

To comply with ICS2 requirements, businesses must ensure they collect accurate and complete data from clients, upgrade their IT systems, align operational processes, and train their staff. They must also successfully complete a self-conformance test before connecting to ICS2, verifying their ability to exchange messages with customs authorities. Failure to comply with ICS2 requirements on time could lead to shipments being held at EU borders and delays in customs clearance.

Transition from ICS1 to ICS2
ICS2 has been developed in collaboration with the European Commission, EU Member States’ customs authorities, and businesses. From September 1, 2025, ICS1 will be phased out, and ICS2 will fully replace it with a new business process aligned with the Union Customs Code.
