Industry bodies, including the Brewers Association of India (BAI), the International Spirits and Wines Association of India (ISWAI), and the Confederation of Indian Alcoholic Beverage Companies (CIABC), have issued a joint warning that these persistent payment delays are severely denting the state’s image as an investment-friendly destination.

Financial Strain Despite Record Revenues
The associations pointed out a startling irony: while the state’s excise revenue has skyrocketed from ₹9,000 crore in 2014 to nearly ₹38,000 crore in FY 2023–24, the Telangana State Beverages Corporation Limited (TGBCL) has failed to settle supplier invoices.

Critical Backlog: Approximately ₹900 crore of the total dues has been pending for over a year.

Recent Windfall: The government recently collected over ₹3,000 crore in October 2025 alone through retail license fees, yet the industry continues to wait for its payments.

A Threat to Investor Confidence
The industry’s outcry comes at a sensitive time as Telangana prepares to pitch itself to global investors at Davos 2026. The joint statement highlighted a concerning trend: TG-iPASS approvals have already seen a sharp decline, dropping by over 50% from ₹28,100 crore to ₹13,730 crore in the current fiscal year.

“Payment delays at this scale dilute the credibility of the State. To be seen as a reliable business partner at Davos, Telangana must first honor its existing contractual commitments,” the associations stated.

The Alcobev sector is the backbone of Telangana’s exchequer, contributing over one-third of the state’s total tax revenue.

Revenue Engine: The sector generates between ₹2,300–₹2,600 crore every month.

Employment: It supports an ecosystem of breweries, distilleries, and logistics that provides nearly 70,000 jobs.

The Industry’s Demand
The associations have urged the government to restore the 45-day contractual payment cycle. They emphasized that timely settlements are not just about fiscal prudence but are essential to ensure supply continuity and protect thousands of livelihoods.

As the state leadership heads to Switzerland, the industry hopes for a swift resolution to reassure both local businesses and global giants of Telangana’s commitment to ease of doing business.
