Masanobu Ogura, the minister in charge of the Department of Children’s Policy, has said that the college education scholarship has been expanded in this draft policy. So that single parents cooperate in increasing the birth rate.
Officials say that the government will help parents overcome the financial problem of child rearing. Scholarship should be given for higher education. Student loans will be made available to those who have many children.
Prime Minister Fumio Kishida has described this draft policy as an unprecedented step. He said that soon the child care budget would be doubled.
Japan’s birth rate declined by 5.1 percent last year, according to preliminary data from the health ministry. This is the biggest decline since 1899. In the current population of Japan, the number of people over 65 years of age is 29 percent.
While the number of children of zero to 14 years of age is only 11.6 percent. This draft policy will be included in the new economic and fiscal policy guidelines in June. It is notable that Kishida had raised this issue in front of the people of the country in his speech in Parliament on 23 January.
